Business Bay vs DIFC vs Downtown: where to own an office in Dubai
Business Bay, DIFC and Downtown Dubai sit side by side, minutes apart along Sheikh Zayed Road, yet they work very differently for an office buyer. Here is how they compare in 2026.
At a glance
| Business Bay | DIFC | Downtown Dubai | |
|---|---|---|---|
| Legal framework | Dubai mainland | Financial free zone with its own common-law courts | Dubai mainland |
| Foreign ownership | Freehold | Freehold within DIFC rules | Freehold |
| Typical tenants | Broad mainland mix: professional services, real estate, regional HQs, growing SMEs | Banks, asset managers, hedge funds, law firms | Corporate HQs, prestige occupiers |
| Office price evidence | Ready offices about AED 2,517 per sq ft (Jan to May 2026) | Among the highest in Dubai; new space largely pre-leased | About AED 5,130 per sq ft (2025) |
| Rent growth | Strong; Grade A asking rents AED 260 to 375 per sq ft | Up 17.1% (H1 2026) | Up 17.5% (H1 2026) |
| New supply | Large build-to-sell pipeline | Limited; mostly leased, not sold | Limited |
Business Bay: the ownership market
Business Bay is where most of Dubai's office ownership happens. It led the city with 814 office sales in the first half of 2026, and Knight Frank notes its entire under-construction office pipeline is build-to-sell, so new towers are sold floor by floor rather than held by one landlord. Tenants need a mainland trade licence, which suits the broad base of Dubai companies.
DIFC: the financial centre
DIFC has its own regulator, laws and courts, which is why banks, asset managers and hedge funds cluster there. Deutsche Bank and Moody's have taken new space and DIFC Square was fully leased before completion. The catch for buyers is access: little new DIFC office space is sold to private investors, and what does trade carries a premium.
Downtown Dubai: the premium address
Downtown commands the highest office prices of the three, around AED 5,130 per sq ft in 2025 according to Knight Frank, and recorded the fastest rent growth in the first half of 2026. Supply is tight, and the district is mostly residential, hotel and retail, so office options are limited.
Which suits whom
- Investors wanting income and liquidity: Business Bay offers the deepest ownership market and the broadest tenant base.
- Financial services occupiers: DIFC, if they need its regulatory framework.
- Buyers paying for the address: Downtown, at a significant premium.
Berkeley Tower sits in Business Bay a minute from Sheikh Zayed Road and Business Bay Metro, around ten minutes from DIFC and seven from Downtown. More on the location.
