The project

What is Berkeley Tower?

A Grade A office tower of ground plus 62 floors planned by Ellington Properties in Business Bay, Dubai, a minute from Sheikh Zayed Road and Business Bay Metro Station. It offers office ownership as full floors, half floors and individual offices.

Why is it called Berkeley Tower?

Berkeley Tower. Ellington confirmed the name in October 2026; before that the project was referred to in the market as The Langston and as Atelier by Ellington. It is a separate project from Berkeley Place, Ellington's residential building in MBR City.

Is Berkeley Tower the same as The Langston or Atelier?

Yes. The Langston and Atelier were names reported in the market before Ellington confirmed the building as Berkeley Tower. The location, specification and terms are unchanged. More on Berkeley Tower by Ellington.

Who is developing Berkeley Tower?

Ellington Properties, a Dubai developer founded in 2014, through its development entity ELPG Real Estate Development. More background is on the Ellington page.

What stage is the project at?

Pre-launch. The project is at expression of interest stage, with launch expected at the end of October or the beginning of November 2026, subject to confirmation. Construction milestones will be published once the project is registered and launched.

When is handover expected?

2031 is the indicative handover date. The developer will confirm the construction timeline and completion date in the sale and purchase agreement.

How tall is the tower?

Ground plus 62 floors, including four or five dedicated amenity floors. Final details will be confirmed with the official launch material.

When does the project launch?

Launch is expected at the end of October or the beginning of November 2026, to be confirmed by Ellington. Expressions of interest close on 19 October 2026.

How big is a typical floor?

Typical floor plates are 10,500 to 11,500 sq ft.

What is the smallest office?

If Ellington's application for eight offices per floor is approved, the smallest office would be around 1,250 sq ft. Otherwise floors divide into up to four offices of roughly 2,600 to 2,900 sq ft each.

How many lifts does the building have?

24 passenger lifts, one service lift and two dedicated lifts in the parking building.

Will there be a helipad?

A helipad for air taxis is planned, subject to approval, along with drone delivery, also awaiting approval.

What office formats are available?

Full floors, half floors and individual offices. Typical floor plates are 10,500 to 11,500 sq ft, with up to four offices per floor; approval is being sought for eight, in which case the smallest office would be around 1,250 sq ft. Final unit mix and availability are confirmed at launch.

What does shell and core mean?

The office is handed over with the structure, facade, lifts, shared services and building systems complete, but without interior fit-out. Owners or tenants then fit the space out to their own layout and specification.

What amenities will the building have?

Four or five dedicated amenity floors are planned, with a fully equipped gym, yoga and pilates studios, a stress relief room, a restaurant and F&B, and business and lifestyle amenities. A helipad for air taxis and drone delivery are awaiting approval. All amenities are subject to Ellington's final specification.

Will there be parking?

Yes. The building is planned with an automated parking system designed for quick and efficient parking, served by two dedicated lifts in the parking building. Parking allocation per office will be confirmed at launch.

Are floor plans available?

Floor plans are shared with registered parties as part of the EOI pack, subject to what the developer has released at the time.

Expression of interest

How do I register an expression of interest?

Register your name, email, phone number and budget on this site. The team then contacts you with the EOI pack and next steps. To secure an EOI, you submit an EOI payment of AED 100,000 together with a copy of your passport.

When do expressions of interest close?

19 October 2026.

How much is the EOI payment?

AED 100,000 per expression of interest.

What documents do I need?

A copy of your passport. If you are buying through a company, expect to provide corporate documents such as the trade licence or certificate of incorporation, and details of the authorised signatory.

Is registering on this site binding?

No. Registering your details is free and places no obligation on you. It gets you the EOI pack and next steps. An EOI is only secured once the EOI payment and passport copy are submitted.

Is the EOI payment refundable?

The terms of the EOI payment, including how it applies to your purchase and the conditions for any refund, are set by the developer and confirmed in the EOI pack. Read those terms before submitting payment.

What happens after I submit an EOI?

At launch, EOI holders select from the available offices ahead of public release. Once you choose a unit, you move to reservation and the sale and purchase agreement on the developer's terms.

Does an EOI guarantee a specific office?

No. An EOI secures your position in the allocation process rather than a specific unit. Allocation is managed by the developer at launch.

Can I submit more than one EOI?

Buyers interested in several units or a larger combined space should speak to the team, who can confirm how the developer handles multiple expressions of interest.

Can I register from outside the UAE?

Yes. Many buyers register and complete the process remotely. The team will explain how documents and payments can be handled from overseas.

Pricing, payment plan and returns

What is the price?

Indicative pricing is AED 4,500 to 5,000 per sq ft, to be confirmed at launch. On those figures a full floor of 10,500 to 11,500 sq ft would be roughly AED 47m to 58m, a half floor AED 24m to 29m, and the smallest individual office, if approved, from around AED 5.6m.

What is the payment plan?

A 50/50 payment plan: 50% during construction and 50% on completion. The booking amount and instalment schedule are confirmed in the EOI pack and the sale and purchase agreement.

Why does a 50/50 plan matter?

Half the purchase price is deferred until completion, which on a 2031 handover keeps a large share of capital free for several years. It also means the completion payment can potentially be funded by finance on the finished building, subject to lender terms at the time.

What rental yield can office owners expect?

The current projection is a gross rental yield of around 6% to 8%. At AED 4,500 to 5,000 per sq ft, that range needs rents of roughly AED 270 to 400 per sq ft a year; Grade A space in Business Bay was marketed at AED 260 to 375 in October 2026. It is an estimate, not a guarantee, and net yield will be lower after service charges, vacancy and letting costs.

How does that compare with residential property?

Market commentary commonly puts yields on Ellington's residential stock at roughly 5% to 7%. Offices typically offer similar or higher yields in exchange for larger ticket sizes, fit-out costs and a narrower buyer pool on resale. See office or residential for a fuller comparison.

What budgets does registration cover?

Registration ranges start at AED 5 million, the indicative starting point for the smallest individual offices if eight offices per floor are approved. Full floors are likely to be AED 47m or more.

Can I finance the purchase with a mortgage?

Finance for off-plan commercial property is limited in the UAE, and most buyers fund construction-stage payments in cash. Some banks lend against completed commercial property, often at lower loan-to-value ratios than residential. Speak to a mortgage adviser about your position.

Can I sell before completion?

Assignment before handover is usually possible once a minimum share of the price has been paid, subject to the developer's resale policy and fees. The exact conditions are set out in the sale and purchase agreement.

Buying process and costs

What are the purchase costs on top of the price?

Budget for the Dubai Land Department fee of 4% of the purchase price plus administrative charges, 5% VAT on commercial property, and any agreed registration costs. Once the building is operating there are annual service charges, and shell-and-core space needs fitting out.

Does VAT apply to office purchases?

Yes. Commercial property in the UAE is subject to 5% VAT, unlike most residential property. Buyers registered for VAT and using the office for taxable business activity, including leasing it commercially, may be able to recover it. Take tax advice on your own position.

How are off-plan payments protected?

Off-plan payments in Dubai are paid into a project escrow account regulated under Dubai's escrow law, and released to the developer against verified construction progress.

What is Oqood?

Oqood is the Dubai Land Department's interim register for off-plan property. Your purchase is recorded there until the building completes and a title deed is issued.

What are service charges?

Annual charges for running and maintaining the building, calculated per sq ft. In Dubai they are budgeted through the owners association framework and approved by the regulator. Figures for this tower will be set once it is operating.

How much does fit-out cost?

It depends heavily on specification. A basic office fit-out costs far less than a premium one with meeting suites and bespoke joinery. Owners who plan to lease the space often agree fit-out responsibilities with the tenant in the lease.

Ownership, legal and tax

Can foreign nationals own offices in Business Bay?

Yes. Business Bay is a designated freehold area, where foreign nationals can own property outright.

Can I buy through a company?

Yes. Companies can hold title in freehold areas, including certain free zone and offshore entities accepted by the Dubai Land Department. The right structure depends on your circumstances, so take legal advice before committing.

Is there tax on rental income in the UAE?

There is no personal income tax in the UAE. Individuals holding property in their own name are generally outside UAE corporate tax on rental income, while companies are within scope of corporate tax. Your home country may also tax the income. Take advice on your own position.

Does buying an office qualify for a UAE Golden Visa?

Property investment of AED 2 million or more can qualify an owner for a UAE Golden Visa, subject to the rules in force at the time on property type, off-plan purchases and minimum paid amounts. Confirm eligibility with the authorities or an adviser before relying on it.

Can I occupy the office myself?

Yes. Owners can occupy their own space or lease it out. An operating business will need the appropriate Dubai trade licence for its activities.

Leasing and management

Who rents offices in Business Bay?

The district draws financial and professional services firms, regional headquarters, consultancies, real estate and technology businesses, and a wide range of growing companies that want a central Dubai address.

How long are typical office leases?

Office leases in Dubai commonly run for longer than residential tenancies, often several years, and are signed by companies rather than individuals. Terms are agreed case by case.

Do office leases need to be registered?

Yes. Leases in Dubai are registered through Ejari, the official tenancy registration system.

Who manages the letting?

Owners can let the space themselves or appoint a licensed agent or property manager. The team can introduce leasing and management options closer to completion.

Can tenants in Business Bay be free zone companies?

Business Bay is a mainland district, so occupiers generally need a Dubai mainland trade licence. Rules allowing some free zone companies to operate on the mainland have been evolving, so check the current position for a specific tenant.

Location

Where exactly is the tower?

In Business Bay, around a minute from Sheikh Zayed Road and Business Bay Metro Station. The location page shows the plot on a map. Ellington's own head office is at Burlington Tower on Marasi Drive in Business Bay.

How far is it from the metro?

Around one minute from Business Bay Metro Station, on the Red Line, and around one minute from Sheikh Zayed Road.

How far is it from DIFC, Downtown and the airport?

Indicatively around seven minutes to Downtown Dubai and The Dubai Mall, ten minutes to DIFC and eighteen minutes to Dubai International Airport, outside peak hours. See the location page for more.

Why Business Bay rather than DIFC?

DIFC is a free zone with its own legal system and some of Dubai's highest office rents. Business Bay is a mainland district next door, with freehold ownership open to foreign buyers, a broad mainland tenant base and generally lower entry prices per sq ft.

The developer and the market

How much do offices cost in Business Bay?

Ready offices in Business Bay averaged about AED 2,517 per sq ft between January and May 2026, while off-plan offices across Dubai sold at a weighted average of AED 4,349 per sq ft. Indicative pricing for Ellington's tower is AED 4,500 to 5,000 per sq ft. See Business Bay office prices and rents in 2026.

What are office rents in Business Bay?

Asking rents for Grade A space in Business Bay ran from about AED 260 to AED 375 per sq ft a year in October 2026, depending on the building and whether the space is fitted. Citywide averages are lower, around AED 189 to AED 238 per sq ft depending on the source.

How many offices were sold in Business Bay in 2026?

Business Bay recorded 814 office sales in the first half of 2026, the most of any Dubai district, according to Cavendish Maxwell.

Is Dubai's office market slowing down?

Growth has cooled. Savills recorded flat average rents in the second quarter of 2026, and third-quarter office sales fell 42% by value on the previous quarter, though they were still up 40.4% year on year. Occupancy stayed around 94% and most new supply arrives after 2028. See Dubai office market Q3 2026.

Is Business Bay or DIFC better for owning an office?

Business Bay is the main ownership market: freehold, mainland licensing and a large build-to-sell pipeline. DIFC suits financial firms that need its regulatory framework, but little of its new office space is sold to private investors. See Business Bay vs DIFC vs Downtown.

How many offices were sold in Dubai in Q3 2026?

CRC Property recorded 1,123 office transactions worth AED 4.35 billion in the third quarter of 2026, with an average ticket of AED 3.87m.

Should my business rent or buy its office?

Buying tends to suit businesses planning to stay ten years or more, with a lease ending near completion and capital to spare. See the worked example in Rent or buy your office in Dubai.

What is Ellington's track record?

Ellington has delivered more than 18 projects since 2014 across Downtown Dubai, Palm Jumeirah, MBR City, Jumeirah Village Circle and Dubai Hills Estate, and has won International Property Awards for architecture and interiors every year from 2016 to 2025. Its delivered portfolio is mainly residential.

How strong is Dubai's office market?

CBRE reported Dubai office rents up 13% year on year to Q2 2026, with prime rents up 16% and occupancy around 94%. Grade A space is in short supply. More detail is on the Dubai office market page.

What are the risks?

Off-plan property carries construction and delivery risk, and offices carry letting risk, fit-out costs and a narrower resale market than apartments. CBRE forecast a marginal contraction in the UAE economy in 2026 because of regional disruption, before a recovery in 2027. Figures on this site are market-wide and are not a forecast for this project.
